Counselor Elliot Swann is a main character in Doom 3. He is a lawyer for the UAC Board. Charles Dennis voices him. The games give him no birth year, no family, and no career before the Mars review. His bodyguard is Jack Campbell.

On 23 September 2145 the Board names him its representative for a full review of the Mars Research Facility. The letter says teleportation is the UAC's most important work, and that Dr. Malcolm Betruger has to be brought under control. On 2 October, Elizabeth McNeil writes that she asked for this visit, and that Betruger has already reassigned her to Earth. On 3 October Betruger writes back that Swann should not come. Swann comes anyway.

On 15 November 2145 he lands at Mars City on the same dropship as the marine. In the conference room he asks Betruger about the accidents and the transfer requests, and he wants access to Delta Labs. Betruger brushes him off. After the invasion starts, Swann tells Betruger the UAC is taking the base. Betruger refuses. Campbell opens the case with the BFG 9000. Swann calls it Plan B.

From there his aim is to stop every channel to Earth. A distress call would bring the fleet, and the demons would take the ships. He and Campbell destroy the main relay. In the satellite room he orders the marine not to send the transmission. If the marine cancels it, Betruger sends the call later. If the marine sends it, Swann says Earth has been put at risk. Either way he goes on to Delta Labs to stop Betruger himself.

His audio log of 15 November says the civilian death rate is already about 90 percent, and that he and Campbell are heading for communications. The log of 16 November says they have found word of a second portal, a hell hole in the caverns, and that it has to be closed before the fleet arrives. In Delta Labs, Sergeant Kelly, already turned, ambushes them. Swann is critically wounded. Campbell goes after Kelly alone, and dies. The marine later finds Swann on the floor. Swann gives him the PDA, tells him Kelly is no longer human, and says he will make it on his own.

He does not. When Recon Zulu reaches the base on 20 November 2145, Swann is dead of those wounds. The player can kill him earlier for the Soul Cube. The ending still shows the body. The Doom 3 novels make him cowardly, and have Campbell force him onward to Delta. The game does not play him that way.

The games leave his age unstated. In this story he is born in 2104, the year Site 3 yields the Martian hero's tomb and the Soul Cube. In 2145 he is 41.
